  • Builds the XACML request for one issuance question.

    The subject's name, kind, held roles and token roles; the application as a string resource-id with its required roles; the issuance kind as the action; and the risk, authentication and device facts as environment attributes, each only when present. Through the one builder every PEP uses (xacml_request.js, #306).
