setDirectory: (fns: PipDirectory) => void = XacmlPip.setDirectory

- Installs the directory lookup the PIP reads entries through.
  
  Static because ldap/ldap_server.js fills it before the composition root builds the instance.
  Parameters
  - fns: PipDirectory
    an object with locateEntry(), or null to remove it
  Returns void
