Type Declaration

- (name: string, report?: any): PepResult
- Records a PEP's heartbeat: last seen, its sync token and its cumulative counters, which are set rather than added to.
  Parameters
  - name: string
    the PEP's entry name
  - Optionalreport: any
    what the PEP reports; an absent member keeps the value
  Returns PepResult
  { ok: true, name, current } with the current sync token, or { ok: false, why } when there is no directory, no such PEP or the directory refuses the entry
