Type Declaration

- (url: unknown, issuer?: unknown, options?: object): Promise<NudgeResult>
- Posts the three-member nudge (event, time and the PDP's issuer) to one notify URL.
  
  It resolves and never rejects; a nudge refused before dialling is recorded on the audit log.
