Type Declaration

- (definitions: any): { definitions: any; inProgress: {}; values: {} }
- Builds the variable table for one policy's VariableDefinitions.
  
  Each variable is evaluated once, on first reference, and cached.
  Parameters
  - definitions: any
    the definitions keyed by VariableId, or nothing
  Returns { definitions: any; inProgress: {}; values: {} }
  the variable table
