Type Declaration

- (target: any, context: any, variables: any): string
- Matches a Target against the request (section 7.6).
  
  An absent Target matches everything. An Indeterminate is thrown rather than turned into a No-match.
  Parameters
  - target: any
    the Target, or null
  - context: any
    the evaluation context from makeContext()
  - variables: any
    the variable table, or null
  Returns string
  one of MATCH's values
