Type Declaration

- (id: string, outcome?: Outcome): void
- Counts one decision against an asker in the catalogue, in the current realm.
  
  It never throws: a failure is logged and nothing is counted, and an id not in the catalogue is logged and not counted.
  Parameters
  - id: string
    the asker's catalogue id
  - Optionaloutcome: Outcome
    the decision, whether the PEP allowed it and whether an obligation could not be discharged
  Returns void
