- (minutes: any): string
- Writes a timezone offset in minutes back as its lexical form.
  
  An absent offset gives the empty string and zero gives Z; anything else is +HH:MM or -HH:MM.
  Parameters
  - minutes: any
    the offset from UTC in minutes, or null for none
  Returns string
  the lexical timezone suffix
