Type Declaration

- (what: string): void
- Tells every registered remote PEP with a notify URL that the repository changed, once the change has committed.
  
  Does nothing when notification or remote PEPs are switched off. The nudge is an optimisation; a PEP converges on its next poll without it.
  Parameters
  - what: string
    a description of the change, for the log
  Returns void
