- Installs the ClientHello reader on a listener, ahead of the PROXY protocol's; idempotent per server.
  Parameters
  - server: any
    the listener
  - Optionaloptions: { label?: string }
    label, the listener's name for the log
  Returns boolean
  true when it was installed by this call
