Type Declaration

- (record?: any, subject?: any): any
- Says whether an event about a subject belongs on a stream: always for an event with no subject; otherwise not when a subject scope refuses it, and then by ssf.defaultSubjects for an empty list, or by the list, where a complex subject is covered by a stream naming any one of its members.
