stream no person owns (or with ssf.personStreamsSelfOnly off), otherwise
true or false. An iss_sub is matched through the owner's sub; an
email, phone_number, account or opaque one through the account RISC
knows it as; aliases when any alias does; a complex subject by its
user member, and one with no user names nobody.
