- Compares the tree now with a snapshot and sends each person-held certificate that moved a CAEP credential-change: update for one re-minted from the current tree, revoke for one orphaned.
  
  A realm whose SPIFFE Issuing CA moved is told its authority rotated. The events go out in batches after this returns.
