Type Declaration

- (accountId: unknown, seed?: Record<string, any>): RiscRow
- Returns the row for an account, creating one when there is none; a row created this way says an event rather than a directory write made it.
  Parameters
  - accountId: unknown
    the account id
  - Optionalseed: Record<string, any>
    values for a new row
  Returns RiscRow
  the row, or null for an empty id
