Type Declaration

- (row: RiscRow, uri: string): string[]
- Returns what the register refuses outright for an event, without changing anything; the one refusal is account-enabled on a purged account.
  Parameters
  - row: RiscRow
    the account's row, or null
  - uri: string
    the event type URI
  Returns string[]
  the refusals; empty when the event may be sent
