Type Declaration

- (record: any, claims: any): CaepRow
- Counts a CAEP SET that was minted against the session its sub_id names, after ssf.ts's transmit() built it.
  Parameters
  - record: any
    the stream it went out on
  - claims: any
    the SET's claims
  Returns CaepRow
  the row counted against, or null for a SET about no session or while CAEP is off
