- Reads a pkiMessage: its SCEP attributes, content and signer. Never throws.
  Parameters
  - bytes: any
    the message
  Returns Record<string, any>
  the facts scep.ts needs, or a refusal (stage http when not even a transactionID and senderNonce could be read)
