Type Declaration

- (handle: Buffer): Buffer
- Stamps this cell's tag into a freshly drawn artifact handle. In single-cell mode the handle is returned as it is.
  Parameters
  - handle: Buffer
    twenty random bytes
  Returns Buffer
  the handle to put in the artifact
