- Builds this identity provider's metadata for a service provider, signed with the signature first inside the EntityDescriptor.
  Parameters
  - base: any
    the realm's base URL
  - spEntityId: any
    the service provider's entityID
  Returns string
  the metadata document, unsigned only when signing failed
