- (name: string, door: string, code: string): Promise<string>
- Records one refused password. Nobody has to wait for it, and it never rejects; a store failure is logged under STS-RISK-0010.

    the name as typed
  - door: string
    verify()'s via, the door it came through
  - code: string
    the refusal's error code
  Returns Promise<string>
  a promise of the recorded row's id, or empty
