- Reads one line of a file as a row of a dataset.
  Parameters
  - format: string
    the file's format
  - kind: string
    the dataset's kind
  - category: string
    the list's category, for an IP list
  - line: string
    the line
  - header: any
    the IPinfo file's column index, filled from its first line
  Returns any
  the row, or null for a line that is not one (counted, never fatal)
