- Asks, ahead of an upload, whether an import may begin: the dataset, format, realm, provider and accepted terms.
  
  Records nothing but a refusal's audit row.
  Parameters

    the import's fields, as for importVersion()
  Returns Promise<any>
  null when the import may begin, the refusal otherwise
