- Decides which tier a directory entry is stored in.
  Parameters
  - dnKey: any
    the entry's normalised DN
  - attrs: any
    its attributes (a device's owner kind decides its tier)
  Returns "cell" | "global" | "split"
  'cell' for a person or a person's device, 'split' for a group (definition global, resident members in the cell), 'global' otherwise
