- Encrypts a signed refresh token to the ambient realm.
  Parameters
  - jws: string
    the signed refresh token
  - OptionalkeySet: any
    the realm's key set, where the caller already has it
  - Optionalchoice: Choice
    the algorithm pair to use instead of the configured one
  Returns string
  the compact JWE
