Mints a pending consent record for an authorization request and returns the
path the browser is sent to. Called by the authorization endpoint only.
The browser is sent back to returnTo, the authorization request whole,
once the person answers; returnTo is kept server-side and never in the
URL.
Parameters

clientName, scopes (the outstanding rows), already, details and
the other facts the screen shows
