- Verifies a value as a self-contained token of the named format.
  Parameters
  - format: string
    one of FORMATS
  - value: any
    the token value
  - Optionalctx: any
    the format modules' context (now, audience, presentedKey, requiredAccess) plus base, rsIdentity and rsPrivateJwk
  Returns Promise<any>
  the format's verdict: the model, or a refusal
