- Mints an access token in the named format from a token model.
  Parameters
  - format: string
    one of FORMATS
  - model: any
    the token model, validated first
  - Optionalctx: any
    the mint's context (keys, audience, base)
  Returns Promise<any>

  Throws
  Error when the model is invalid, the format is unknown or its library refuses to mint
