Type Declaration

- (input: unknown, options?: ParseOptions): any[]
- Parses a Dictionary (section 4.2.2), the last value of a repeated key winning.
  Parameters
  - input: unknown
    the combined field value
  - Optionaloptions: ParseOptions
    onDuplicate(key), told about a key that appeared twice, for a caller whose own specification forbids it
  Returns any[]
  the members, each [key, value]
  
  Throws
  Error when the value is not a valid Dictionary
