- Finalizes a grant, recording why (#432 phase 7): issued, revoked, rejected or expired, with the transition on its history and an audit row.
  Parameters
  - grant: any
    the grant
  - note: any
    the transition, as its history records it
  - reason: any
    one of FINALIZATION_REASONS
  - Optionalactor: any
    who finalized it, for the audit row; the client otherwise
