- Flattens an RFC 8693 section 4.1 act chain into the actors' identifiers, the most recent first.
  Parameters
  - act: unknown
    the nested { sub, act? } chain, or null
  Returns string[]
  the identifiers (empty for no chain), or null when it is not a chain a token model may carry
