- Stores the context of a flow in flight and returns a handle for it; the oldest context is dropped once federation.maxContexts are held.
  Parameters
  - record: any
    what the flow needs back when the response arrives
  Returns string
  the handle, fed- and a random value (stamped with this cell in a service deployed as cells)
