- (spec: any): boolean
- Answers whether a secret is configured to come from a provider at all.
  
  Only a secret whose provider row offers none can answer false.
  Parameters
  - spec: any
    the secret's descriptor
  Returns boolean
  true when the provider setting is set and is not none
