Type Declaration

- (verdict: any, pol: any): any
- Applies the policy to a verdict: sets refused, policy, policyConfigured and why.
  
  Revoked is always refused; unknown is refused under hard-fail when a link is refusable, and an RFC 9608 invalid certificate always. A refused verdict is marked with its error code non-enumerably.
  Parameters
  - verdict: any
    the undecided verdict, modified in place
  - pol: any
    the policy, or omitted to read it now
  Returns any
  the same verdict
