Type Declaration

- (need: any, clock: any): void
- Drops finished tickets at or below need that no worker has reported committed for more than thirty seconds, and releases waiting readers.
  
  Changes no read's outcome, only how long the next reader waits.
  Parameters
  - need: any
    the highest ticket the timed-out reader was waiting below
  - clock: any
    optional; the current time in milliseconds, for tests
  Returns void
