- (url: any): boolean
- Tells whether a request is handled in a request worker rather than here.
  
  Paths in the never-dispatched list, such as /tls, always stay in the front process.
  Parameters
  - url: any
    the request URL; a realm prefix is ignored
  Returns boolean
  true when it is dispatched
