serialBytes: (serialHex: any) => any = serialBytes

- Encodes a serial as DER INTEGER bytes, prefixing a zero byte when the top bit is set so that it is not read as negative.
  Parameters
  - serialHex: any
    the serial, in any spelling
  Returns any
  an ArrayBuffer holding exactly the integer's bytes
