Type Declaration

- (scopeId: any, caId: any): void
- Publishes one authority's CRL into the directory on the next turn, not awaited.
  
  Does nothing when no directory is installed; a failure is logged and never fails the caller.
  Parameters
  - scopeId: any
    the scope holding the authority
  - caId: any
    the authority's CA id
  Returns void
