- (scopeIds: any): Promise<number>
- Builds and publishes the CRL of every authority in the given scopes, and the Root's, into the directory.
  Parameters
  - scopeIds: any
    the scopes to publish
  Returns Promise<number>
  how many CRLs were published; 0 when there is no directory
