- (scopeId: any, caId: any, serialHex: any): boolean
- Tells whether one authority signed a serial.
  Parameters
  - scopeId: any
    the scope holding the authority
  - caId: any
    the authority's CA id
  - serialHex: any
    the serial, in any spelling
  Returns boolean
  true when the serial is in issuedList()
