Type Declaration

- (lines: string[]): { excluded: any[]; permitted: any[] }
- Parses name constraint lines: permit <name> or exclude <name>, the name in parseAltNames()'s grammar (an IP as a prefix).
  Parameters
  - lines: string[]
    the lines
  Returns { excluded: any[]; permitted: any[] }
  { permitted, excluded }
  
  Throws
  an Error (STS-PKI-0081, or 0078 for the name) for a line it cannot read
