- Answers the lifetime in years a build asked for, for one tier.
  
  The caller's number first (that tier's member of an object, or a bare number, which means the Root), then the setting, then 0, which means the profile's own default.
  Parameters

    an object keyed by tier, a bare number, or nothing
  - tier: any
    'root', 'intermediate' or 'issuing'
  Returns number
  the number of years, or 0
