- (scopeId: any, opts: any): Promise<any>
- Rebuilds a branch the Root no longer signs, once across callers and processes.
  
  Asks again inside the build queue and the cluster claim, so a branch another build already made current is adopted rather than rebuilt.
  Parameters
  - scopeId: any
    a realm id or PROCESS_SCOPE
  - opts: any
    the build options, as buildScope() takes them
  Returns Promise<any>
  a promise of { ok: true, existing: true } when the branch was already current, otherwise the build's answer
