- (scopeId: any, opts: any): Promise<any>
- Builds a scope's branch only if it is not there.
  
  Rebuilding a branch that exists would invalidate every certificate under it, which a product-mode restart must not do.

    a realm id or PROCESS_SCOPE
  - opts: any
    the build options
  Returns Promise<any>
  a promise of the existing branch's or the build's answer
