Type Declaration

- (opts: any): Promise<any>
- Replaces the service Root with a new one.
  
  Waits behind any Root build already running. The realm branches are left in place and no longer chain to the new Root until they are rebuilt.
  Parameters
  - opts: any
    the build options (organisation, country, algorithms and lifetimes)
  Returns Promise<any>
  a promise of { ok: true, root } or { ok: false, errors }
