- Fills the directory slot this register reads and writes people through.
  
  Validated whole: hooks missing any of read, write and persons are refused (STS-OAUTH-0084).
  Parameters
  - hooks: any
    { read, write, persons }, and optionally holdingAny (#352), which holders() walks the directory through once
  Returns boolean
  true when installed, false when refused
