Type Declaration

- Mails a single-use verification link, bound to the address the account has now, to that address.
  Parameters
  - username: string
    the person
  - via: string
    the surface it came through
  - Optionalactor: string
    who asked, when not the person
  Returns any
  { ok, message } (with verified when already verified), or a coded refusal
