Type Declaration

- (username: string, kind: unknown, actor: string, via: string): any
- Turns a person's emailed second factor on, from /portal/mfa; refused unless it would be usable at once.
  
  Audited, and a CAEP credential-change is sent.

    the surface it came through
  Returns any
