Type Declaration

- (username: string): { cleared: boolean; failures: number }
- Counts a failed emailed code or link on the person's entry; at the authentication policy's limit the factor is turned off (STS-AUTHN-0252), a RISC credential-compromise is sent and the person and administrators are mailed.
