- (realmId: any, chain: any): boolean
- Records a certificate authority hierarchy that arrived from another process.
  Parameters
  - realmId: any
    the realm, or the service scope
  - chain: any
    the hierarchy; null removes it
  Returns boolean
  true when adopted; false when it publishes certificates this process holds as superseded (STS-KEYS-0075)
