- Tells whether a header's kid names a key, under either spelling, whatever the setting says now.
  Parameters

    the kid from the token's header
  - internalKid: any
    the key's internal kid
  - publicJwkOf: any
    the key's public JWK, or a function answering it
  Returns boolean
  true when the header names this key
